What to do with the bill of sale once it’s printed

Pennsylvania title transfers go through Pennsylvania Department of Transportation (PennDOT). Follow these steps in order.

  1. Fill in every field on the bill of sale, including odometer reading and exact sale price.
  2. Do NOT sign the bill of sale or title yet — Pennsylvania requires notarization of the title transfer. Sign in front of a notary.
  3. Bring the signed (notarized) title, this bill of sale, and ID to a PennDOT-authorized agent or notary public.
  4. Print two copies — one each for buyer and seller.
  5. Buyer submits the notarized title, MV-4ST, proof of insurance, and fees to PennDOT or an authorized messenger service.
